Judge Rules NY 11’s District is Unconstitutional – May Move Bay Ridge & Dyker Heights Into NY 10

Current NY 11 District
NY 11 is the Congressional district that included Bay Ridge, Dyker Heights and Staten Island. Nicole Malliotakis is the Congresswoman who represents NY 11.

Since Democrats can’t win against her (remember Justin Brannan was considering a run against Malliotakis, but shied away). Info:
The judge ruled that the district lines are unconstitutional and must be redrawn because it dilutes the votes of black and Hispanic voters. If that’s the case, why not take the voters from Sunset Park?

Governor Kathy Hochul signed off on these maps. If they were not alright, Hochul would not have approved them for the state. See video:
Staten Island Rep. Nicole Malliotakis responded on NY1's "The Rush Hour" to a judge ordering the redrawing of her congressional district, saying the governor and the legislature signed off on the maps. pic.twitter.com/WJB63HODzK
— Spectrum News NY1 (@NY1) January 23, 2026
The suggested map for NY 11 is below and includes Staten Island and a portion of Manhattan. The purple areas would be NY 11 and exclude Bay Ridge and Dyker Heights (putting them into in District 10).

Currently, Dan Goldman is the Congressman representing District 10. Goldman has been terrible to the residents in Redhook. Eric Adams put Goldman and Gounardes as heads of the Brooklyn Marine Terminal Project. Both men have been terrible about hearing the community.
Nicole Malliotakis won both her Congressional elections with the traditional 60% 30% split.
Many people in our district lost their faith in Max Rose an voted him out:

And in the last election, Andrea Morse barely tried. She had an office near our home and didn’t even stop by:

Brad Lander has supported corruption in Bay Ridge. When the news reported what happened on the 86th Street property that used to be Nathan’s, Brad Lander still endorsed Brannan. We then had a second school fiasco that hasn’t been built because the property requires a $21 million dollar Brownfield Cleanup. Info:
Brad Lander still supported Andrew Gounardes after Andrew Gounardes failed to share information about the homeless shelter on 4th Avenue in Bay Ridge. Gounardes received a letter from NYC and never provided any information.

January 20, 2026Community Board 10 Voted In Favor of 9201 – 4th Avenue. Is Anyone Surprised?

No one should be surprised that Community Board 10 voted in favor of rezoning 9201 – 4th Avenue.
Many of these people spoke out against the City of Yes, but then went silent when Justin Brannan carved out his own home from The City of Yes and voted in favor of the City of Yes. As long as it wasn’t affecting their homes, it wasn’t a concern to them.
Strangely, during the developer’s presentation, it was said that the electric vehicle charging station going into the Kentucky Fried Chicken lot was not going to open there. We checked with several people and this is untrue. Community Board 10 did not correct that information. More info:
This rezoning will move the property from a C8-2 to C4-4D with Mandatory Inclusionary Housing. This will be a 97-unit building with 25% permanently affordable housing. The one thing that was included was that this is site-specific and not precedent-setting for the area.

January 20, 2026Kayla Santosuosso Joined The Progressive Caucus That Justin Brannan Left in NYC Council

Bay Ridge Councilwoman Kayla Santosuosso didn’t share the photo above or the news that she joined the Progressive Caucus of NYC Council, it was shared by City and State here: https://shorturl.at/FzTrl
In February 2023, Justin Brannan and other NYC Council members left the Progressive caucus because the Progressive Caucus added a new statement of principles: to “do everything we can to reduce the size and scope of the NYPD and the Department of Correction.” Brannan faced a challenger for the council seat in 2023, so he couldn’t stay in the “defunding the police group.” Info:

Currently, the Progressive Caucus’ principles do not have that listeas a principle, but some of their existing members have been very vocal about that.
These are the members of the Progressive Caucus:
- Co-Chairs: Tiffany Cabán (Spocialist), Sandy Nurse
- Vice Co-Chairs: Alexa Avilés, Kayla Santosuosso

January 19, 2026Five Story Building Coming to 79th St & 13th Ave

New York featured a corner property that is set for development. The address is 1283 – 80th Street OR 7924 – 13th Avenue. It’s across the street from La Bella Marketplace.
The new 55-foot-tall building will have 22 residences and 10 parking spaces.
In an area where the sewers and electric grid haven’t been updated, how can they put this big development? It’s called The City of Yes.
Thank Justin Brannan for excluding his home from the City of Yes. Seen here: https://shorturl.at/hzbPQ
And thank Kayla Santosuosso, Andrew Gounardes and Chris McCreight for staying silent because they thought that was equity.

January 19, 2026Kayla Santosuosso’s Inauguration Ceremony at Telecommunications High School

Photo: Rodneyse Bichotte
Yesterday morning, Kayla Santosuosso was sworn in at The High School of Telecommunications.
Unlike Justin Brannan, Santosuosso didn’t invite the community to the event. She didn’t even mention it on social media: https://www.instagram.com/councilmemberkayla
The invitation was only shared on the Independent Democrats website. https://indbrooklyn.org

See invitation here: http://tinyurl.com/KaylaInauguration

Who an elected official invites to their inauguration says a lot. Justin Brannan’s first reception welcomed the community at Xaverian High School. At his re-election reception at Gargiulo’s Restaurant in Coney Island, the casino lobbyist was among the guests.
The Arab American Society shared photos at the event. former Councilman Vincent Gentile and Josephine from Community Board 10 were in attendance.

Rodney Bichotte’s shared photos of Chuck Shumer, Brad Lander, Jumaane Williams, NYC Council Speaker Julie Menin and Justin Brannan speaking at the podium during the ceremony. Andrew Gounardes and the Democrat District leaders from Sunset Park also attended. See here: https://shorturl.at/zZ2JX
It appears to be a gathering of Democrats, which left Coney Island residents out.
Santosuosso was already sworn in at City Hall at the end of December. She shared this photo:

Strangely, this week Kayla Santosuosso spoke out for Rafael Bohorquez., a 53-year-old NYC Council data analyst from Bethpage, Long Island, who was picked up by ICE.

NYC Council says Bohorquez cleared all background checks. Info:
https://www.newsweek.com/rafael-andres-rubio-bohorquez-ice-arrest-new-york-11350312
ICE claims Bohorquez was involved in an assault. Info:
No article mentions which Council representative Bohorquez worked for. It must be a political friend of Santosuosso’s because people in Brooklyn been taken by ICE and Kayla Santosuosso hasn’t spoken out for them.
Just this week, Kayla Santosuosso didn’t say or do anything when Deacon Sebastian Ordonez from Bensonhurst was taken by ICE. The deacon does not have a criminal record, but he was one of six people targeted at an apartment building on Bay Ridge Avenue. Info: https://shorturl.at/qy6pW
Kayla Santosuosso didn’t even share this story or retweet the politician who stood up for the deacon and Brooklyn residents. Info:
