Why Didn’t The Mayor Sign Brannan’s Bill?

This bill seems like it will be beneficial, but why didn’t Mayor de Blasio sign it? Although the signing of the bill is symbolic, it’s strange the Mayor wouldn’t give that time to Brannan, as Brannan was one of his initial supporters.
When the reporter asked Brannan about that, it seemed like he was caught off guard.
