Dear Officer Kirshner,

On January 22, 2018, you spoke at the Brooklyn Community Board 10 Meeting. I showed your section of the video (starts at 1:14) to many residents in Bay Ridge.  Many were shocked at your response to our community as you didn’t help residents at all.

Anthony Rinaldi, owner of the Pearl Room has been part of the community for many years was at the meeting because there were numerous noise complaints about his restaurant and his liquor license was up for renewal. The Pearl Room owners were contacted by Community Board 10  last year about the noise problem and Mr. Rinaldi appeared at the April 2017 meeting. Yet, Rinaldi stood at the January 2018 meeting and claimed he just heard about the problem last month. 

Thirty-two noise complaint calls were made to 311  – fifteen were in 2016 and ten in 2017. That means 32 calls went to the 68th Precinct. Are you not receiving these calls from residents, Officer Kirshner?  Why didn’t Officer Kirshner deal with this months ago? Why does Josephine have to continue dealing with a problem that law enforcement should have? 

Josephine sent three letters to the 68th Precinct. Why didn’t Officer Kirshner respond and have an officer stop by The Pearl Room on Friday and Saturday nights to make sure the restaurant wasn’t open after hours? Residents complained that these were the two days where there was a lot of noise. Josephine shouldn’t have to send THREE letters.

Officer Kirshner, did you see my neighbors taking action because the business owner wasn’t taking the situation seriously?  Your response was to support the lawbreaker.   Mr. Rinaldi got up and said. “Harry said there were only ten calls this year and that wasn’t so bad.”  It’s interesting that the business owner called you Harry and not Officer Kirshner.  He also quoted you and showed that you didn’t think there was a problem. 

The Community Board Members were annoyed and called to have his liquor license pulled. While the Community Board was voting, Mr. Rinaldi was upset and was talking. Who was he talking to? He was talking to his buddy Harry while the Community Board was voting. Office Kirshner you should have said,  “Simmer down and listen to the residents.” (You can see this at 1:14 on the video)

At the meeting, when Josephine said that the residents just wanted the noise lowered, Officer Kirshner couldn’t hear Josephine.  Officer  Kirshner said, “UNDERSTOOD and then stated the same thing over again to Josephine. She heard you the first time and she responded with what the residents needed.  Josephine has a lot of patience because your response to her was not appropriate or respectful, especially after allowing this situation for so long!  (You can see this at 1:18 on the video). At 1:19 on the video, the owner states that he is running parties later than the time he is allowed to be open. Officer Kirshner does not speak up and say he will check that The Pearl Room is closing at the correct times. 

YOU ARE NOT A GOOD COMMUNITY AFFAIRS OFFICER…..not even an okay one. You need to go for training to learn to work with the community. Do you realize that Josephine has been handling more work because you aren’t doing your job? 

Officer Kirshner, two police officers allegedly raped a woman in a van that they drove and parked here in Bay Ridge. Do you realize that NYPD police officers know they can come here and scam on this community because no one is patrolling here?

Officer Kirshner is calling people in Bay Ridge – just not the right people!

I received a call from Officer Kirshner the day after he read something I wrote on Twitter.  I was home sick from work that morning and  I answered the phone when it rang. I thought a co-worker was calling me to ask a question. Office Kirshner did not identify himself on the phone. He kept asking me who I was.  When I realized that the person on the other end of the phone was a stranger, I hung up the phone. I was sick and I wasn’t in the mood to talk to a telemarketer.

Officer Kirscher called back and left a message on my machine. It wasn’t a message that a police officer would leave a resident.

I called the 68th Precinct and they said there was no one named Officer Kirschner working at the precinct.  I got dressed, recorded the message the officer left onto my tablet and went to the precinct with my husband. At the precinct. the officer at the front desk said there was no one named Officer Kirschner there. I played the message for the officer so I could make sure his name was being said correctly, another officer said he didn’t work there as well. I told them I wanted to file a police report because someone was impersonating an officer.

We spoke with Lieutenant (G) at  the 68th Precinct.  The Lieutenant told me that Officer Kirschner worked upstairs with the detectives above the 68th Precinct and that’s why the front desk didn’t know him. Lieutenant G then asked me if I was recording him speaking because I put my tablet was on the table. I said, “No I brought the tablet so you could hear the strange message left on my answering machine.”  He listened and agreed it was strange.

This Lieutenant also wasn’t the type of officer I have known all my life. A sergeant sat in on the meeting and had a much nicer personality – thank goodness there was a nice officer at the 68th precinct that day. He could see I was upset and not feeling well and started talking about his wife’s purse (because I had the same type).  I’ve only known that type of police officer….the ones who really love their job. One time I was stopped or a dead rear light bulb and when I told the officer that I bought the bulb, but couldn’t put it in, he put it in for me. Another time, I couldn’t jump my car with this device I had in my trunk, and officer pulled over and helped me jump the car.
